System Menu redesign and this News panel

The General tab of the System Menu (F12) was almost empty. It is now the one place where you set up your game, and it is where you are reading this from.
- Everything in one tab. Music and sound toggles with their volume sliders, detail level, and the chat switches (Whispering, Global Chat, Chat logging, Chat time stamps) now sit together in the General tab. The Audio tab still works and shares the same settings, so changing one changes the other.
- Cash Shop opens straight from F12, anywhere in the world. You no longer need to walk to the City Hall Officer for it.
- Support Ticket sends your report to the team without leaving the game. Use it for bugs, balance complaints, suggestions, and player reports.
- Discord Server opens our community server in your browser.
- News, this panel. Patch notes are published once and show up here, on the website and on Discord at the same time. Click a title to read the full note; use the mouse wheel to scroll. Notes are cached, so opening the panel again is instant.
Still greyed out and coming soon: Mute List, Upcoming Events, Screenshots Folder, Rain sounds and the Trade Chat toggle.
